Greece pay transparency: what starts on 1 November 2026
Law 5316/2026 and ministry circular 26923 of 7 October 2026, in plain English: what every Greek employer must have in place from 1 November.
1 November 2026 is a start date, not a filing deadline. From that day the pay structure, hiring, information and reporting rules (arts 8–20 and 27) apply. The first report covers 1 November to 31 December 2026.
From 1 November: every employer
- Written pay structures on objective, gender-neutral criteria (skills, effort, responsibility, working conditions), agreed with representatives where they exist. Collective agreement grades may be used.
- Hiring: starting pay or range and the collective agreement terms, in writing or orally, a reasonable time before the interview. No pay-history questions. Gender-neutral ads and titles.
- Right to information: answer within 2 months; tell staff of the right every year. Pay-secrecy clauses are banned.
- Under 50 employees, progression criteria do not have to be provided.
Reporting to the Ombudsman
| Employees | First report | Then |
|---|---|---|
| 250+ | 7 Jun 2027 | Every year |
| 150–249 | 7 Jun 2027 | Every 3 years |
| 100–149 | 7 Jun 2031 | Every 3 years |
Each legal entity reports separately; headcount is the average over the previous year. Reports go to the Greek Ombudsman (Συνήγορος του Πολίτη). A gap of 5% or more that is not justified or corrected within six months triggers a joint assessment; without a union, the three longest-serving employees represent staff. Compensation has no cap.
Still pending: the ministerial decisions on fines and on the reporting platform had not been issued as of October 2026 (Egalis).
Need the report itself?
The report pack turns your payroll into the report: indicators (a) to (g), an employee-request reply and a joint pay assessment worksheet. One-time payment.
